The Lagos State Government has launched the Electronic Planning Permit Processing System, EPPPS, a fully digital platform that enables developers and property owners to apply for and obtain building planning approvals online from anywhere in the world. Operated by the Lagos State Physical Planning Permit Authority, LASPPPA, the platform became fully operational on April 1, 2026.
The state government said the web based system is designed to simplify the planning approval process by reducing paperwork, accelerating approvals and improving transparency. It allows applicants to complete the entire process remotely without visiting government offices and operates around the clock with compliance to Nigeria’s data protection regulations.
Special Adviser to the Governor on E GIS and Urban Development, Olajide Babatunde, said all planning permit applications must now be processed exclusively through the EPPPS, warning that any manual processing of applications would be considered illegal.
According to the government, the initiative is expected to improve regulatory compliance, eliminate administrative bottlenecks and make planning approvals more accessible to developers within and outside Nigeria. It also supports the state’s goal of issuing between 40,000 and 45,000 building permits annually to meet the demands of rapid urban development.
