Pavel Durov, the founder and CEO of the messaging app Telegram, has been formally charged in France following his arrest on August 24. After spending four days in custody, Durov has been released on €5 million bail, with conditions including staying in France and checking in with authorities twice a week.

Durov faces a range of serious charges, including complicity in storing and distributing child sexual abuse material (CSAM), facilitating drug trafficking, and organized fraud. Additional charges involve Telegram’s encryption features and allegations of money laundering related to the platform’s cryptocurrency.

The investigation, initiated in February 2024, was triggered by concerns over Telegram’s role in criminal activities, particularly its alleged failure to address CSAM and other illegal content. French authorities have criticized Telegram for its lack of content moderation and non-compliance with law enforcement requests.

The legal proceedings are expected to be lengthy, potentially extending over several months or more.
