The Government of Germany has introduced the ‘Opportunity Card,’ a new initiative aimed at attracting skilled workers from outside the European Union (EU) to seek employment opportunities in Germany. This was announced on June 1, 2024, through Germany’s Federal Foreign Office Consular Services Portal, which lists Nigeria as one of the eligible countries.

The Opportunity Card is a residence permit designed to allow individuals from third countries, defined as nations not part of the EU, to enter Germany for job hunting. The card is valid for up to one year. If the holder secures qualified employment during this period, they can apply for a subsequent residence permit, either to continue job searching (a follow-up Opportunity Card) or to commence gainful employment, through the local foreigners’ authority in Germany.

To apply for the Opportunity Card, applicants must demonstrate that their professional qualifications are recognized either in Germany or in the country where they were obtained. Additionally, applicants must show proof of financial self-sufficiency for their stay in Germany, which can be evidenced through a blocked account or a declaration of commitment. As of 2024, a minimum of 1,027 euros per month is required.

During the job search period, Opportunity Card holders are permitted to work part-time for up to 20 hours per week and can engage in trial jobs for up to two weeks to explore potential employment opportunities.

Eligibility for the Opportunity Card is assessed on a points-based system, which includes several basic requirements:

  • Completion of a degree or at least two years of state-recognized training.
  • Proficiency in German at least at level A1 or in English at least at level B2 of the Common European Framework of Reference for Languages (CEFR).
  • Sufficient financial means to cover living expenses for the duration of the stay in Germany.

Nigerian applicants are advised to coordinate with Germany’s diplomatic missions in Nigeria for visa applications. The application process requires submission through the German mission responsible for the applicant’s residential district. If online applications are unavailable, applicants are encouraged to apply on-site at the relevant German mission. Detailed information is provided on the respective mission’s website.

This initiative by Germany is part of a broader trend among countries seeking to attract global expertise. Recent reports indicate a significant rise in the migration of Nigerian healthcare workers to countries such as the UK, Canada, and the US, highlighting the global demand for skilled professionals.
