Lagos State Government has taken a significant step in strengthening its digital infrastructure with the establishment of a Cybersecurity Operations Centre (CSOC). The centre, designed to be a hub for monitoring, detecting, and responding to cyber threats in real-time, was unveiled at the Year 2024 Ministerial Press Briefing on Monday. This initiative showcases the state’s commitment to safeguarding its digital assets against growing cyber threats.

The state Commissioner for Science, Innovation and Technology, Mr Olatunbosun Alake announced the launch of the CSOC. He emphasized that the centre would employ advanced technologies and a team of cybersecurity experts dedicated to protecting the state’s digital infrastructure from potential attacks. The establishment of this centre is a proactive measure to enhance the state’s cyber resilience.

In addition to the CSOC, Lagos State has also formed a cybersecurity council comprising experts from both the public and private sectors. This council is tasked with providing recommendations to the government, planning, refining, and implementing policies, programs, and training initiatives related to cybersecurity. The collaboration between these sectors is expected to strengthen the state’s cyber defense mechanisms.

Mr. Alake revealed that the government is partnering with leading cybersecurity firms and international organizations. This partnership aims to provide Lagos with access to cutting-edge technologies and expertise, thereby enhancing its capacity to defend against sophisticated cyber threats. Such collaborations are integral to the broader strategy of improving overall security and governance within the state.

Addressing the Data Protection Compliance Project, Alake highlighted that Lagos State has initiated sensitization and awareness workshops. These workshops are targeted at Heads of Accounts, Procurement, Planning, Legal Officers, Medical Directors, Permanent Secretaries, Cabinet members, and various other officials across 43 MDAs. Furthermore, 70 Data Protection Officers have been established in various MDAs to ensure data privacy and security.

The objectives of the data protection compliance project are clear. The initiative aims to safeguard the rights of individuals to data privacy, foster safe transactions involving personal data, prevent data manipulation, and ensure Nigerian businesses remain competitive in international trade through best practices. This project is a crucial component of the state’s digital security strategy.

Mr. Alake also spoke about the State’s MetroFibre project, which seeks to facilitate a 24-hour economy by providing a secure environment for businesses. The project has seen the implementation of 2,700km of unified fibre ducts in Phase I, with Phase II set to add an additional 3,300km across the state. This infrastructure is pivotal in creating a more conducive environment for business operations and job creation.

The Safe City Project, another key initiative, involves the deployment of Intelligent Video Cameras in strategic locations throughout Lagos. This project aims to create a digitized, 24/7 city, enhancing security for businesses and residents. Alake noted that 450 surveillance cameras have already been deployed, with further phases planned to expand this network.

At the national level, the Nigeria Computer Emergency Response Team (ngCERT) plays a vital role in securing the country’s cyberspace. ngCERT is responsible for managing cyber threats, coordinating incident responses, preparing for potential cyber attacks, and mitigating future incidents. The team regularly issues alerts to keep Nigerians informed about the latest cyber threats.

Lagos State’s establishment of the CSOC marks it as the first sub-national entity to replicate such a cybersecurity facility. Hosting some of the biggest tech companies, bank headquarters, and several multinationals, Lagos has taken a decisive step to ensure its cybersecurity infrastructure is robust. This strategic move is expected to enhance the state’s attractiveness to businesses and investors by ensuring a secure digital environment.
