The Finland government has announced a €23 million Team Europe Initiative aimed at strengthening Nigeria’s digital public services and supporting the rollout of the 3 Million Technical Talent programme. The initiative, funded by the European Union, is designed to deepen digital governance, expand access to public services, and build technical capacity across the country.
The programme will be implemented by HAUS in partnership with ESTDEV, bringing together European expertise in digital governance and public sector innovation. According to the Finnish Ambassador to Nigeria, Sanna Selin, the collaboration reflects a shared commitment to supporting Nigeria’s digital transformation through modern, secure, and citizen focused systems.
Described as part of the EU Nigeria Digital Economy Package under the Global Gateway strategy, the initiative will prioritise secure, interoperable, and citizen centred public services. It is also aligned with Nigeria’s National Digital Economy Policy and Strategy 2020 to 2030, as well as the priorities of the Federal Ministry of Communications, Innovation and Digital Economy, with a focus on strengthening institutional capacity, governance frameworks, and digital inclusion.
Beyond infrastructure, the initiative will support the implementation of the 3MTT programme, a flagship effort to develop a large pool of technical talent nationwide. Officials say the intervention is expected to improve service delivery, enhance cybersecurity and data protection, and build public trust in government systems, while unlocking new economic opportunities and fostering a more transparent, innovation driven digital ecosystem.
